    Civil liberties advocates say New Jersey ‘anti-brawl’ bill could criminalize protest and dissent

    Inciting a public brawl would be a crime of the fourth degree if the person acts with purpose to disrupt a public gathering. A fourth-degree crime is punishable by up to 18 months imprisonment, a fine of up to $10,000, or both.
