New Jersey Gov. Phil Murphy grants clemency to 148 people in final actions in office

Gov. Phil Murphy announced Tuesday that he has granted clemency to an additional 148 people in the final round of his administration’s clemency initiative, bringing the total number of pardons and commutations issued during his two terms to 455.
The latest round includes 97 pardons and 51 commutations of prison sentences. It marks the seventh and final set of clemency actions under Murphy, whose administration has issued more clemency grants than every New Jersey governor combined over the past three decades, according to state officials.
Murphy also granted commutations of parole sentences to five people and lifted a driver’s license suspension for one person.
Clemency is one of the governor’s broadest constitutional powers, allowing him to reduce sentences, pardon past convictions or modify parole conditions. Murphy has used that authority as part of a wider criminal justice agenda focused on rehabilitation, reentry and reducing long-term collateral consequences of convictions.
In June 2024, Murphy created New Jersey’s first Clemency Advisory Board through an executive order. The board reviewed applications and made recommendations to the governor, prioritizing certain categories for expedited review. Those included nonviolent offenses with long records of post-conviction rehabilitation, survivors of domestic violence whose offenses were connected to their victimization, and cases involving lengthy sentences or trial penalties.
State officials said more than 4,500 applications were reviewed during the process.
Among those receiving commutations are individuals convicted of serious crimes, including murder and aggravated manslaughter, some of whom have served decades in prison. Several will be released immediately, while others will become eligible for parole earlier than under their original sentences. Many will remain under parole supervision for years after release.
Four of the people whose prison sentences were commuted will be deported due to their immigration status once released from state custody, according to the governor’s office. The state said it will coordinate with U.S. Immigration and Customs Enforcement to facilitate those removals, as required by federal law.
The pardons issued in the final round cover a wide range of offenses, many dating back decades, including drug possession and distribution, theft, robbery, assault, and official misconduct. Pardons can remove legal barriers to employment, housing, and professional licensin,g but do not expunge records unless followed by separate court action.
Murphy’s clemency initiative has unfolded alongside broader changes to New Jersey’s criminal justice system, including the expansion of clean slate expungements, restoration of voting rights to people on probation or parole, and limits on the use of criminal history in housing decisions. He said clemency decisions were based on individualized reviews that considered rehabilitation, conduct since conviction, and input from victims and community members.
A total of 37 ACLU-NJ clients have been granted clemency under Murphy.
“The historic grants of clemency made by Governor Murphy have made our state stronger and fairer for every single New Jerseyan,” said ACLU-NJ Executive Director Amol Sinha. “By restoring dignity and hope for those working toward redemption, he has proven that compassion is strength.” Sinha said the organization hopes the incoming Sherrill administration “builds on this momentum by making decarceration efforts a priority.”
The ACLU-NJ worked with partners including Lowenstein Sandler LLP, New York University School of Law, Princeton University’s School of Public and International Affairs, and Rutgers University School of Law. The organization represented 90 people petitioning for commutations and said many were survivors of domestic violence or were serving sentences it described as shaped by “extreme trial penalties,” referring to longer sentences imposed after defendants rejected plea offers and went to trial.
In statements released by the ACLU-NJ, several people described their cases and outlined plans for life after prison.
“I have changed my life completely for the better and grown into a rehabilitated human being,” said Pablo Acevedo, who said he was offered 10 years in a plea deal but received 30 years after trial and will be released immediately. “I humbly believe clemency is appropriate based on the large amount of time I have already served, and the disparity in the sentences I received for going to trial in comparison to what was offered by the state.”
Briann Lindsey, a domestic violence survivor who attacked her abuser in self-defense, will be released immediately. “I am confident I have become a better person by completing programs, enrolling in school, genuinely working on myself, and supporting other women,” she said. “I look forward to reuniting with my family and being a positive role model to the people I come across.”
Gary Sayers was offered 15 years in prison, but received 70 years for armed robbery and will be released immediately. “I have worked to better myself and my spiritual being, and I extend my sincere gratitude to Governor Murphy and his staff for this second chance,” he said. “I look forward to being a productive citizen and enjoying my life with my beautiful fiancée and children, always putting God first.”

Mazurczyk, Margaret: Manslaughter, sentenced in 2019. Ms. Mazurczyk will be immediately released from prison and will be on parole supervision for five years.
McBride, Keith: Felony murder, robbery, conspiracy, and weapons offenses, sentenced in 2010. Mr. McBride will be released from prison in 2038 and will be on parole supervision for five years.
Mitchell, Michael: Multiple robbery convictions and weapons offenses, sentenced between 2004 and 2016. Mr. Mitchell will max out in 2038 and will be on parole supervision for five years.
Montalvo, Maria: Two counts of murder, two counts of felony murder, and arson, sentenced in 1997. Ms. Montalvo will become immediately parole eligible.
Moon, David: Murder and weapons offenses, sentenced in 2007. Mr. Moon will be immediately released from prison and will be on parole supervision for five years.
Pena, Dariel: Manslaughter, sentenced in 2016. Mr. Pena will be immediately released from prison and will be on parole supervision for five years.
Peoples, Anthony: Murder, felony murder, robbery, and weapons offenses, sentenced in 1998. Mr. Peoples will be immediately released from prison and will be on parole supervision for five years.
Ramos, Luis: Murder, aggravated assault, and weapons offenses, sentenced in 2008. Mr. Ramos will be released from prison in 2031 and will be on parole supervision for five years.
Rose, Robert: Conspiracy, three counts of murder, and weapons offenses, sentenced in 1983. Mr. Rose will be immediately released from prison and will be on parole supervision for five years.
Salaam, Abdul-Haqq: Robbery and weapons offenses, sentenced in 1986 and 1997. Mr. Salaam will be immediately released from prison and will be on parole supervision for five years.
Sayers, Gary: Robbery, aggravated assault, restraint, burglary, and weapons offenses, sentenced in 2008 and 2009. Mr. Sayers will be immediately released from prison and will be on parole supervision for five years.
Shabazz, Omari: Multiple robbery and weapons convictions, sentenced between 1995 and 1997. Mr. Shabazz will be immediately released from prison and will be on parole supervision for five years.
Smith, Jama: Drug offenses, murder, conspiracy, and weapons offenses, sentenced in 2004 and 2006. Mr. Smith will be immediately released from prison and will be on parole supervision for five years.
Terrero, Germania: Murder, felony murder, aggravated manslaughter, conspiracy, burglary, theft, and weapons offenses, sentenced in 2011. Mrs. Terrero will be released from prison and deported due to her immigration status.
Waathiq, Mujahid: Murder, robbery, and burglary, sentenced in 1990. Mr. Waathiq will be immediately released from prison and will be on parole supervision for five years.
Walker, Rashid: Felony murder, murder, robbery, and weapons offenses, sentenced in 2004. Mr. Walker will be immediately released from prison and will be on parole supervision for five years.
Al-Mujahid/Walker, Shem: Felony murder, reckless manslaughter, conspiracy, and weapons offenses, sentenced in 2006. Mr. Al-Mujahid/Walker will be released from prison and deported due to his immigration status.
White, Natasha: Murder, death by auto, assault, and weapons offenses, sentenced in 2008. Ms. White will be released from prison in 2028 and will be on parole supervision for five years.
Williams, Wali: Murder and unlawful possession of a weapon, sentenced in 1990. Mr. Williams will be immediately released from prison and will be on parole supervision for five years.
Wise, Jerod: Murder, sentenced in 2011. Mr. Wise will be parole eligible in 2029 and will be on parole supervision for five years.
